Here is a list of the 23 judicial foreclosure states that are impacted. Delaware is not on this list even though it is a judicial foreclosure. North Carolina is on this list but typically uses a non-judicial foreclosure process which does not involve court action but requires notice commonly call a sale under the power of sale.
Most states that are impacted by the “suspensions” are all judicial foreclosures and that means that the lender is required to appear in court with a sworn affidavit in order to obtain a summary judgement allowing the foreclosure. The states involved are:
